When most large promotions host open cattle-calls, they usually do charge some sort of fee - WWE, TNA, even ROH and Dragon Gate did it.  Mostly, due to the fact that the talent they are gonna see, are largely in most cases going to be terrible.    It's a way to also sort through people and find out who is serious.

However - the case of these calls - if you are invited by WWE, you only have to cover your trans and expenses to Florida.
